The MSO (Maritime Security Operatives) has been developed and designed to follow the IMO’s guidance for PCASP, the international standard ISO PAS 28007 and has also achieved accreditation to a National level 3 qualification. To meet this criteria the focus is built around 4 industry related modules:

Understand the Maritime Security Industry

The aim of this unit is to provide an MSO (Maritime Security Officer) with an in depth operational understanding of the Maritime Security (Anti-Piracy) Industry in order to prepare them for employment as an MSO. This Unit will provide up to date statistical and topographical information such as methodology of intelligence gathering, Industry governing bodies and roles and responsibilities required to successfully perform their duties.

Upon completion of this Unit potential MSO’s will be able to demonstrate a sound awareness and understanding of the concept and operational structure of the Maritime Security Industry.

This Unit provides an excellent introduction and historical overview of the Maritime Security Industry and will enable the MSO to gain a firm foundation towards gaining employment in the industry.

Understand Maritime Pre-deployment Planning & Procedures

The aim of this unit is to provide the MSO with an understanding of international law and maritime security policy and responsibilities of Governments, companies and personnel. Students will be provided with an understanding of corporate policies and expectations in order to realistically prepare them for employment as an MSO.

This Unit will provide the MSO with a background knowledge and understanding of the due operational processes and expectations of a shipping company by an armed security company. They will also learn the importance of team understanding and cooperation with ship’s company, corporate responsibility and the importance of International Laws, definitions and interpretation when dealing with an escalation of security states and incident management thereafter.

Upon completion of this unit the MSO will be able to demonstrate a basic knowledge of maritime law in relation to armed security duties, correct and proportionate intervention with the rules for the use of force. The learners will also be able to demonstrate a knowledge and understanding of corporate responsibility, protocols, terms and definitions through heightened awareness, and recognition of the associated security threats and risks involved.

This unit provides the student with a corporate and legislative perspective of maritime security operations with an emphasis on positive operational interaction with shipping companies and other bodies. They will also gain an understanding of corporate expectations with regards to the competencies and skills of an MSO.

Understand Maritime Security Operating Procedures

The aim of this unit is to provide the MSO with an in depth understanding of Maritime Security (Anti-Piracy) Technical Skills and logistical planning operations in order to realistically prepare them for employment as a Maritime Security Officer.

This Unit will provide the student with up to date methods, techniques and equipment available so as to effectively prepare, plan and conduct a maritime transit in a safe working environment. They will also learn the importance of team and vessel preparation and methods of dealing with situations of piracy threat escalation and how to practice various methods of tactical and technical intervention in order to avoid further escalation.

They will learn the basic operational outputs of a commercial vessel and its crew and gain an understanding of operational roles and responsibilities whilst operating in the HRA (High Risk Areas). They will also learn about various weapon systems used in the Maritime role and how to safely and competently handle them.

Upon completion of this unit the MSO will be able to demonstrate a basic knowledge of maritime security duties so as to prepare effectively for security incidents. This will include the safe, tactical employment of weapon systems relevant to the role of the MSO as well as providing an in depth and up to date indicator of the operational competencies and skills required of an MSO

Understand Maritime Incident Management & Post Operational Procedures.

This unit aims to provide the MSO with an in depth understanding of Maritime Security (Anti-Piracy) operational administration in order to realistically prepare them for employment as a MSO. This Unit will provide the Student with an operational understanding of, corporate and personal administrative requirements report writing and communication in relation to the production of situational and piracy reports and the delivery of crew briefs and training, based on the ship security plan.

Upon completion of this unit the MSO will be able to demonstrate a practical working knowledge of the operational administrative actions required to operate effectively and professionally as a security team leader or a member of a team. Furthermore, the relative administrative tools available from which to ensure appropriate plans, training, drills and actions are effectively implemented and maintained.
